Try Krymskaya Naberezhnaya. It is the road between the huge MEGAPHONE Building and the river. It is next to Peter the First statue on the ship in the river and next to the 'Statue park' or 'Art park'. There is usually around 1km of market traders all who deal in their own artwork. Beautiful stuff.
If you can use Googlearth type in 55 44 08.83 37 36 21.04 as the search. (long and lat) and it'll take you there. Enjoy.
