The minimum US contract is $70 for two years plus cost of phone ($199/$299) so a minimum of $1740 (but you get the AT&T service). The phone prices in other countries that sell unlocked phones without the contract are about the same as Russia. I don't think there are any with a contract where you don't have to sign the contract when you buy the phone so people can't do the same trick they did with the first generation phone i.e. Buy without the contract and then never sign up.
