I completely disagree - the Mac is far better for Cyrillic or with practically any foreign language including languages like Cherokee, Inuktitut, Maori, Tibetan.
Keyboard setup for all languages are included with Mac OSX; you don't have to download or purchase a separate setup like you must with Windows. Mac OSX includes a standard Russian keyboard as well as phonetic keyboard for English speaking users (i.e. The Cyrillic letters appear in the same locations as similar QWERTY keys). With Mac OSX you can have as many keyboards as you want available with one click. The only occasional problem that appears is when websites are encoded in the antique KOI-8 system, in which case you have to select the encoding from the menu (again one-click).
