Come on, this can happen anywhere, tenants are greedy in any country. I can
only comment that the agency did not take care of the contract, it must have
the "no change" period. What you can do is say: "OK, I pay more, but I shall
report to the local tax office and we will see then". But, it also depends
whether she provides registration or not... can work in the latter case.
Btw, was your contract registered? Is it one year or 364 days?
