1. It does happen but not frequently.
2. The landlord will not get MUCH more for the apartment if any.
3. Contact your agency. If it is a reputable one. They (as we) should find you 
another apartment, if within 3 months of signing, we no additional agency fee.
4. There exists a black list for such landlords.
