It really depends on the heating water circulation system: if the main pipe
goes down into the high tube of the radiator and then goes out from the low
tube with no bridge between, there is nothing to do but wait for the
"kapitalniy remont". If the bridge is there, there should be the tap ... if
it is missing you have to go to local DEZ serving your house and ask them to
put in the taps during the summer period. Get ready to challenge the deal
with the local plumbers privately ;)

Subject: Expat List heating question


Dear list,
we live in one of those Moscow flats with no heating regulation (our house
was built in 1964). We would very much like to add regulatory handles so
that we can turn off radiators in certain rooms, as the air often gets
unbearable during winter. I believe that this is possible without major
works, and I have seen such handles added to old radiators in at least one
Stalin-era flat.

Before I open negotiations with the technicians from the communal services
company - does anyone have experience with this?
