My suggestion: Try "President Service", a state enterprise run by the Kremlin. Maybe not the most efficient, but really good value since prices (eg for dry cleaning a shirt) are about half the going rate. They also do sewing and cobbling.
Their main office is apparently on Arbat 54/2 стр. 1, but I have only been to their masterskaya on Ukrainsky Bulvard 11 (Metro Kievskaya) and their small service-point on Ul. Shchepkina (M Sukharevskaya).
