Dear Steven,
 
By law, it is the responsibility of the air carrier to prove that the
passenger has the legal documents to enter the country of destination,
otherwise the carrier takes full all expenses to return the passenger back
to his country. Border (passport) control only checks if you have the legal
passport and have no legal obligations and/or previous violations of local
laws preventing you to leave/enter the country, for that they have the
electronic database. 
 
Looks like German authorities do some extra job, like here during the USSR
times, when we also had to have the "exit" visa ;)

actually this is not 100% right... when flying from germany to russia the
border control checks your passport for a valid visa - either for where u go
to or where u from... so showing your russian passport u MUST have a german
visa /showing your german passport u MUST have a russian one. They double or
even tripple check because the're held responsible if u arrive with no valid
visa and sent back...

There is no reason to present the US passport when departing Russia except
at the airline ticket counter. Passport control does not care if you have a
visa or not for your destination. They are only concerned that you have a
right to leave Russia.
When you arrive in the US, they only care that you have a right to enter so
all that is necessary is a US Passport, green card or US visa. You don’t
need to show a Russian passport.
