You would still need a work permit.
And there is a ³Catch-22² - by registering as a ³private entrepreneur²
(which a foreign person can do) you are essentially saying that you are
working, but you don¹t have a work permit, nor even the quota to get one.
Also, as a foreigner some of the registration certificates and documents
(with different organizations ­ tax, statistics, bank accounts, etc.) as
³private entrepreneur² will only be valid as long as your visa registration.
