I've seen a lot of messages regarding chastny predprinamatel (Individual
entrepreneur) and decided to share information with you.

The procedure of state registration of a foreign citizen as an individual
entrepreneur is established by the FL “On the state registration of legal
entities and individual entrepreneurs” (hereinafter - FL №129).
State registration of individual entrepreneurs is carried out in the
Inter-district office of the Federal Tax Service №46 in Moscow.
According to Article 22.1 of the FL №129 to register as an individual
entrepreneur a foreign citizen has to submit the following documents:
· application
· notarized translation of passport
· notarized translation of birth certificate (if passport doesn’t contain
information about the date and place of birth)
· copy of international passport with the stamp confirming the receipt of
temporary residence permit or the copy of permanent residency
· receipt confirming the payment of state duty for registration as an
individual entrepreneur.
A foreign citizen wishing to take advantage of the simplified tax system has to
submit an application in the due form (Article 346.13 of the Tax Code of the
RF).
According to Point 3 Article 8 of the FL №129 the state registration of a
foreign citizen as an individual entrepreneur is carried out at his/her place
of residence.
A foreign citizen who is stay in the Russian Federation without temporary or
permanent residence permit cannot be registered as an individual entrepreneur.
Foreign citizens having the status of individual entrepreneurs do not have to
obtain work permits to carry out business activity in the Russian Federation
unless they start working under the labor agreement in a Russian Company as
well.

Subject: Expat List Private Entrepreneur - Work Visa/Work Permit Regulation
Might anyone know if becoming an expat in Russia can (i) become a chastny
predprinamatel; and, if so, (ii) circumvent the draconian work visa/work permit
regulation - since as a private enterpreneur he would be employing himself.
