Should not work like that - there are jobs under quota and over quota.
Companies apply for next year job quotas before May, quotas are approved by
local employment authorities provided there is no competition from Russian
candidates (for this, diplomas or/and professional certificates are required
to demonstrate better skills for expats), then the job quotas are coverted
into work permits.

Over quota jobs include those for employees of registered offices of western
companies, senior management of joint ventures or Russian companies
(positions listed in the new law) and - for the first time - AFAIR service
and maintenance engineers. So there is nothing new to 2007 law, the list of
over quota positions is better defined.

There are also rumours that the over quota list will be expanded for
financial positions as well...

Hi expats,

I've just been told by my employer that since the start of July the Federal
Migration Service has a new policy about work permits under which they will
routinely refuse permits to everyone except senior management, regardless of
educational qualifications,etc. Has anyone heard anything about this?
