As for foreign drivers' licences in Russia, as far as I know, the UK
participates in the Vienna Convention on Road Traffic of 1968.

In accordance with the Convention, a contracting state shall recognise

- any domestic permit conforming to the provisions of Annex 6 to this
Convention;

- any international permit conforming to the provisions of Annex 7 to
this Convention

At the same time, foreign driver's licences are not replaced by Russian
ones, unless otherwise stipulated by international treaties of the Russian
Federation.

The difference between the Russian motorbike and automobile licence is in
category of the document. Motorbikers hold permits of category A.
