Yes, this has become extremely bad - 3 hours to get through even during the night hours. They have promised to improve, but Leningradskoe has always been jammed and trips have been hard to be planned. There are two ways to get through to SVO from Dmitrovskoe but I am sure cute truck drivers will jam these as well. Express is best, undoubtfully. Remember it now goes only from/to Belorusskiy, but pretty often, every 30 mins, except for some break between 11:00 and 13:00, and arrives to terminals D,E,F (old 'SVO 2'). But, getting to/from terminals A,B and C (old 'SVO 1' title) to the Express terminal may take long during the daytime (the road around the airfield is jammed, too) so you may consider express from Savelovskiy or even the regular 'electrichka' to/from Lobnya and use the taxi at 200 rub one way there or make a deal for the round trip. Taxis are in plenty quite near the Lobnya platform but hard to find at A,B,C (meaning, cheap local taxis) so you may possibly have to c all the Lobnya taxi service for pick-up.
