Its always better if you dont spoil relations with the OVIR. Of all the Russian 
departments this is one of those which hasnt shifted much in its old 
conservative approach.
 
Give them a visit. Im sure that things can be sorted out in an amicable manner.
In any case you cant avoid interaction with them so its sensible to clarify 
things.

Hello!
Does anyone know if having a problem with OVIR can lead to problem getting new 
visa?
I come to Moscow regularly on 1 year multiple entries visa.
In july I registered as usual with my cousin at the post office, but when I 
left 3 weeks later he forgot to send the registration slip to OVIR. When I cam 
back , I went again to post office to register and all went well. But 2 weeks 
later the OVIR called and said I had do come by because they could not accept 
my registration because my cousin did not send the slip of previous one back. 
Also said I would have to pay between 2000 and 4000 rub fine.
I went but the person dealing with this was out and as I was leaving Russia 
next day, I did not go! But the man told me I should come during my next trip. 
I am here now and so much time has gone, not sure I really need to go. I was 
for 2 weeks in Chelyabinsk earlier this month and the OVIR there registered me 
without problem.
Only I must renew my 1 year visa when I go home next week.
Any one knows if this could create a problem for this renewal?
