It is possible, but generally, the Russian Consulate will make the citizen of a 
3rd country (not a Russian citizen and not a citizen of the country where 
he/she is applying for a visa) wait 10-15 business days for processing. Current 
Russian Ministry of Foreign Affairs policy gives first preference to citizens 
of the country in which the Russian Consulate is located. All other citizens 
are served on an "as able" basis.
 
The Russian Consulates in Finland, Ukraine and Estonia are currently this way. 
However, that being said, everything is "at the discretion of the Russian 
Consular officer (or his/her boss)", as there are exceptions to this rule from 
time to time.
 
The only 100% sure way for your American friend to obtain a tourist visa in a 
short period of time is to fly back to the United States. If he has time to 
wait in France, then the abovementioned option may be something for him to 
consider.
