Well, since emacs stands for Eight Megs And Constantly Swapping [;-)], 
have you tried to recompile?  (I have no idea what ./configure options 
Mandrake used to build the rpm.)

I run XEmacs, and on my Pentium 233 (o/c'd to 266) with 80 Megs,
XEmacs takes about 15 seconds to open up as '/usr/bin/xemacs -f vm',
using 10 Megs resident and 3620 Kb memory shared.

Is your emacs sluggish after opening?

For what are you using emacs?  There is a microemacs out on the net,
which has (only?) text editing capabilities.  Are you autoloading?
What do you load on startup?
