It's not Sun's responsability to watch the permissions of your files,
thats your job. Ben's problem was two fold,
1 he extracted the tar as root
(big big no no, isn't that like rule number one, be glad sun is
respectable and they didn't overwrite your /etc/{shadow,passwd}* )
2 he wasn't aware of how to preserve permissions while useing cp
