I did this many moons ago, but can't remember exactly what I'd done to set it up. I simply had a regular user account that had its own SPECS, BUILD, RPMS, SOURCES, and SRPMS directories in it where I could build RPMS without being root. I'm pretty sure I copies over the default rpmrc to ~/.rpmrc, but I can't remember what else you have to do to get this to work. If anyone's got any ideas, I'd love to hear them.
