Albert,

There have been several threads on this list about msec permissions.  In 
particular there's an article about msec on the mandrake security.  There's 
also a file, /etc/security/msec/level.local for overriding the behavior of 
the msec program.  Between the two of these, you should be able to learn/do 
what you want.
