Carryover from older days.  Before sysctl was widely used, the method of
enabling IP forwarding was to look in /etc/sysconfig/network and if the
forward IPv4 varaiable was set to yes, then you would 'echo 1 >
/proc/sys/net/forwardipv4'.  Now the master setting resides in
/etc/sysctl.conf, so set it there to be what you need.

Good question though, as I've never pondered it before.
