Sure, gimp is perfect for such things.
Open up a "new" file, set it to the size you want and then open, copy and past the the photos you want. You can also open "layers" and manipulate the photos on it's own layer. Many ways to use gimp. Got to xtns, web browser and go and download the gimp manuals.
