You need passive shielding to stop the cosmic rays from causing DNA and cellular damage, so the hat should be lead, about three feet thick or so. Actually I need to run the numbers for lead against a 1 GeV particle running 87% the speed of light to get the exact thickness. Three feet seems like a good start. This same hat would help against a neutron bomb detonation, as long as you were in a concrete bunker.
