I didn't think it required Cygwin - do you get an error running the
build-support/factor.cmd script?
If that doesn't work, perhaps open an issue on GitHub so we can discuss and
troubleshoot without cluttering the mailing list.
Building the "hard way" should work, so perhaps there is some other
configuration issue preventing it.
