I think if you check MMY's commentary on the Gita, you will find that he states this is a precursor of CC (as well as a feature of the eventual state). "Witnessing" (despite being a lousy choice of word) can happen--and usually does happen before "CC". Please don't go telling people that they are in CC just because they are witnessing, because this is misleading in the extreme. Later TM literature like the Journal of Vedic Studies reiterates this philosophy.
