I actually got to about the 3rd or 4th paragraph before realizing 
that it was a satire.

Why?

Because growing up in Canada in the '60s you met not a handful but 
dozens of Americans who came to Canada to dodge the draft.  They were 
everywhere and even after Carter's amnesty in the '70s, many stayed.

So the liberals coming to Canada thing is NOT far-fetched.

But I suspect it is harder for Americans to emigrate to Canada than 
it is for Canadians to emigrate to the US.  This, I suspect, is 
probably because of Canada's medicare system, which is free for 
everyone.  Uninsured, catastrophically ill Americans seeking free 
medical treatment is to Canadians what the 180 Mariel Boat Lift out 
of Cuba was to Americans: you guys were afraid that Castro emptied 
his prisons of undesirables who got to come in with everyone else.
