The breakdown for voting is always by ward. There are 12 wards. Cedar/Center is one ward. The county doesn't distinguish one voter from another when they show up at the polls. Wards 1, 2, 3, 4, 5, are in the city of Fairfield. The rest are rural. If you look at the rural wards, they voted for McCain. Vedic City is in a rural ward so it's not surprising, minus the absentee ballots, their ward broke slightly for McCain. Since Earl and Will had strong support from Vedic City and they had a large turn out for absentee ballots which did not tally by ward, it suggests Vedic City probably voted for Obama.
