The consciousness of the observer, as you call him/her, is tapped 
in to the Mass Consciousness, which needs to be overcome.
The Mass Consciousness, has certain belief systems, and experiences, 
that resist being violated.
That is why when there is a miracle that does occur, you can see the 
effect of it through time, and the resistance to the idea, that also 
continues through time.
And it is grace, for something to not occur if it is not in tune 
with all the laws of nature, and if the resistance of the Mass of 
millions of people holding the same thought form, would cause too 
much unbalance, then I suppose, the balance tips to the status quo.
