Because they can? That seems to be the reason for a lot of things nowadays. Perhaps they should also ask "but should we?" But the answer to that may often be "yes, because if we don't someone else will."

IMO, monkeys have a fairly similar DNA structure than humans. So, their DNA can probably be manipulated genetically to create a super-intelligent monkey that perhaps can converse with humans. But the obvious question is: why would anyone want to do that?
