The Precession of the axis, refers to the change in the Tilt of the axis.  The axis itself does not change.  The Tilt of the axis changes because the Earth Wobbles in it's rotation.
 
   It cannot change the direction on the ground.
 
   I think Doc_Gabby and Sri. Stein are correct.

Peter: the sun will be rising from the west in 13000, the building
will be facing the wrong way per SV.

The postions are mutually exclusive. This is not a "Paradox of
Brahman". Both statements cannot be true -- even if some
psuedo-enlightened want to suggest that anyone who can't hold both as blissfully true will never be enlightened. :)
