David Lynch has taken a more effective, and responsive approach, given
TMO ethics. Don't give money to the TMO directly, its clear they
cannot be trusted after 100 of examples.

Create a seperate foundation to pay for projects one feels are worthy
of being funded. Provide a grant for a project. Get the invoices for
that project. Pay for them. 

All this "the TMO should open its books" while correct in an ideal
world -- they should, but it becomes silly whining after a while. As
Byron Katie would demand ... Look at What IS, Not What should be.

If people in FF or anywhere feel TM projects deserve funding (why they
would after so many TMO ethical lapses is a BIG question), then set up
a FFFME (FF Friends of the Maharishi Effect) of something like that.
Its not that hard. Set up a board to set policy, and an administrator
to implement (pay the bills), and a dund raising committee. 

And  a FFFME would keep assets, where possible, in their name. Like
king tony's mansion. "ok he didn't come as promised, lets sell it and
use the funds for other projects."

And use the foundation as a collective bargaining entity with the TMO. 
For example, 

"We have 500 people who want to fly now for Invincible America. We
will pay $25,000 / month towards their room and board. For this, we
require:

All participants will meet standard and reasonable stiplated YF
requirements 9to be fully specified). Given that,

1) The TMO will not use any other criteria, or as any questions,
regarding their admitance.

2) no course fees will be charged

3) these CPS will be able to attend all dome, course and related
functions.

If these simple conditions are not acceptable, we will set up out own
flying hall, and let you know of our flying times, should you care to
adjust yours to be in synch with ours. 

And/or we will make similar offers or RFPs (Request for Proposals)  to
SSRS and Amma orgs to see if they can better help us in  achieving a
Ever-Radiant FF and Invncible America."

All this, talk, whining sometimes, about "the TMO this, TMO that". The
TMO is a service organization at your service. 

Decide what you as a community want, set up the conditions,
requirments and rules, specify what you can offer, and negotiate with
the TMO for a mutaully acceptable plan and formal CONTRACT. Pay for
performance -- that is pay/provide resources (including YFs) to the
TMO ONLY as mielstones are met. 

If the TMO balks, or malperforms on its contract, look for other
options. SSRS. Amma. etc.
