Apparently so, and Al Gore as well.

Apparently George W. Bush practices TM - so did you vote
for him, even though he is a Republican? I think not.

According to a fascinating article posted on Mumball, a site that
describes itself as "a critical look at the Natural Law Party and
Maharishi University of Management, published by Bob Brigante, a
satisfied TM customer since 1968," Alfred Jenkins, a longtime State
department official known as "Mr. China" – an old friend of the Bush
family who served as a trustee of Maharishi University from 1974-79 –
was a longtime TM devotee with links to the Bush family and the GOP.

...the TM movement might just get it's way if it gets another
President in office who practices TM (the first was George Bush,
George W. might be the 2nd):

The bliss-ninnies have to somehow try to portray the election of every
new president as "support of nature," and of course the clearest
possible indication of support of nature would be that the new
president is *very* positive about TM. The rumor will be particularly
hot and heavy if Gore is elected; at the time of Clinton's election,
rumor had it that Gore was a closet Sidha.
