has the identity of the app pool got permission to access the
httpd.ini file? I have it working on win2k3 with cf on standalone
servers as well as clustered jrun with SAN disks - a nightmare to get
to the bottom of the problem but got there in the end, usually it's a
permission thing to get it playing nicely.
