Can't say I've seen this issue reported.  However, I can tell you that
nodestate is a cookie that remembers which nodes in the javascript tree
are open.  This might be getting populated both in the Site overview
tree and the category tree.

A cookie does have a finite limit in size (4k from memory).  Could it
be that your user has so many open nodes recorded that they are
exceeding the cookie size threshold?
