Ok I am hoping that someone can help here.
Further discovery shows that the error that I am getting is related to the refFriendlyURL, it appears that when trying to publish the document it does this and errors because there is actually no data in the table at all. When I went into the admin section of the webtop and tried to re build the friendly URL's it errors as well with a similar error message.
