Public will use the "Anonymous" permission set so you should make sure that you have the view set to yes for that group.

When I click on a HTML page in the site tree (admin side) I see the "You don't have permission to view this page." message. If I right click on the item in the site tree I can select Edit or Preview and both work. The Status menu is broken. There is no way to request approval of a page except from the tab on the public page. Are there two sets of permissions, one admin and one public? Any ideas on what would cause this behavior?
