Yes, I am logged in as a user with the rights as mentioned above.

The part that I find strange is that the assigned permissions work as
set on the public side but don't work as set on the admin side.

All of my problems are on the admin side only. Everything works fine
on the public side.

The big issue seems to be that the admin side isn't recognizing the
View permission.

I have 22 private groups on this site, plus a public area. There are
two levels of users for each group, student and coordinator.
Coordinators should have the ability to create and edit content for
their assigned group. Content approval and delete is reserved for site
admin.

On the public site everything works as it should.

The problem comes when the Coordinators log in and attempt to edit
their content using the site tree in the admin area.
