If you are on FC 5.1, you can upgrade to FC 5.1.9, which includes the same
fix for the Site Tree loading as FC 5.2. This really does speed things up
significantly. However, if that is not enough, I think the proper file is
actually /core/admin/site/sidebar.cfm (I think I was wrong before).

I'm not sure because at some point I just set a whole bunch of files to have
a long timeout to try to get the site tree to load, and one of them worked.
So I'm not completely sure which one it was.
