Funny you say that Geoff at close of business yesterday I was asking what we actually use them for. Nobody seems to know.
Given the problem we've currently got it out seems like the best approach with Case Studies, at least short-term. That one is a minor though compared to the handpicked rules which we seem to rely on heavily. As I've had rightly pointed out we use these for things like "Grid" layouts - i.e a 3x2 table with handpicked teasers are placed in each cell. >From what you were original describing I don't think that's possible with individual content type selection rules.
