I don't know much about Mac, but as far as I know, the latest versions of 
all above platforms support both of them.

CP1256 is a proper subset of Unicode, mathematically speaking. CP1256 is
far from useful for Persian, and is only useful for the Arabic language.  
The reasons can be found below.

The other way around is impossible since Unicode is a superset of CP1256.

I can't comment on popularity, since you have not specified the domain. 
But about being useful, these are some of the problems you will have with 
CP1256. I consider the first two major barriers:

1) CP1256 doesn't support "Farsi Yeh".
2) CP1256 doesn't support Persian digits.
3) CP1256 doesn't support the Hamza or Small Yeh that is written over Heh 
   for {ezaafe} in a word like "khaane-ye man".
4) CP1256 doesn't support Persian decimal separator {momayyez}, Persian 
   percent sign, or Persian thousand separator.
