Hi Robert, It sounds like you may have attempted to upgrade from 3.1 by simply using the fedora-upgrade-3.x.1.zip package. But that should only be used to upgrade from 3.2 to 3.2.1...see:
https://fedora-commons.org/confluence/display/FCR30/Upgrading+from+3.x Given the fact that you're getting a 404 when hitting /fedora/admin, that seems to be the case...but maybe not.
