However, for Windows environments there's a Cairo font backend available which uses the native font rendering functions from the Win32 API. To me it looks like adding dependencies on freetype and fontconfig only introduces unncessary bloat for a Win32 build of Cairo. Are there any specific reasons why you want to add dependencies on fontconfig and freetype?
