Parent felix pom improvements

I've added a patch to FELIX-260 to reduce the configuration in the parent pom

Also if you tell me what do you need from the safehaus repo in maven
central repo I can move it and remove that repo from the parent pom,
reducing the build time as only one repo needs to be pinged for
artifacts.
