Probably a router is out somewhere along the route between the list server and you, could be a storm a hundred miles away effecting the connectivity. Computers and the internet is just weird sometimes, it's a huge system, and it kind of flows like a river, if one channel gets blocked, the water flows around into a different one, but it gets delayed and sometimes things along the new channel get flooded. Since it's only effecting a few members, not everyone, it's probably not anything wrong with the list server, it's probably a router along the way somewhere.
