I'm not the one who makes releases, but you can compare that tarball with the one auto-generated from the tag by Forgejo in https://code.ffmpeg.org/FFmpeg/FFmpeg/archive/n9.0.tar.gz

That tar.gz is not signed (unlike the tag.xz from ffmpeg.org/releases), but the tag itself in the git tree is.
