**Backport:** https://code.ffmpeg.org/FFmpeg/FFmpeg/pulls/25621 Since b5bfb7716c ("avcodec/ac3enc: drain the buffered samples at the end of encoding"), ac3enc.c uses ff_af_queue_*, but the AC-3 encoders never selected audio_frame_queue. Builds that enable only these encoders (e.g. --disable-everything --enable-encoder=ac3) fail to link.
