In the times of my childhood that was the only MPEG Audio encoder and
decoder available in source form - those were reference sources from ISO
IIRC. For MP3 you got either it or Fraungofer encoder (demo version
encoded only 30 seconds of sound) or some shitty encoders based on
dist10 sources.
