You can actually, why is it so hard for you?? ffmpeg.exe -an -i
Ticket_11080.m2ts -c copy -bsf:v trace_headers -f null -
then you will see that

0 = 0
[trace_headers @ 000001e4ae7eef40] 1 nal_ref_idc
10 = 2
[trace_headers @ 000001e4ae7eef40] 3 nal_unit_type
00001 = 1
nal_unit_type 00001 = 1
is non-IDR I frame.
