Well...right now, yes. But after my presentation at devconf.cz, several people said they wanted RPM to default to doing that on every installation. And it would allow implementing "rpm config-diff" just like "ostree admin config-diff".
(Yum now does have a generic "yum fs diff /etc", but it requires re-downloading the RPMs)
So the data really isn't specific to OSTree itself - it's *required* by the OSTree model, but traditional package systems could implement it as well, and make use of it.
