Yes, would make sense to discuss here - we have at least Guillem, and I'll point the RPM list at this thread.

I'd also vote for something besides /usr/etc.

Concrete suggestions needed.  Tollef mentioned /usr/share/etc-defaults,
/usr/share/defaults - So far I'm leaning towards /usr/share/etc-defaults myself.

 I can foresee people getting
confused and editing files in /usr/etc expecting them to actually take
effect.

An attempt to do that would fail on an OSTree-managed system because there's a read-only bind mount over /usr. (At *all* times - it's not removed even for upgrades)
