It would depend on what program you want to create and where it will
run.  If you are an MSAccess expert, then it is logical that you learn
Visual Basic because it uses MSAccess as it's database.  It would also
depend if you plan to create a multi-modular library system yourself
or use another software.  If you plan to do the latter then it would
be wise to learn the language used to create that software.

Perl is a good language to learn.  Sometimes it is best to leave
programming to programmers because it is another big field to study &
master.  I experienced that when my Student Assistants created a
library system for their thesis.  It was difficult for programmers to
learn how libraries work and vice versa.  But if you are really
inclined to learn, then go ahead.  You might creat the best library
software because a librarian programmed it.  But you shouldn't do it
alone; consult experts in the planning, coding and testing stages.
